Today, on Youm-e-Istehsal, the people and the Government of Pakistan stand in unwavering solidarity with our Kashmiri brothers and sisters. We solemnly observe this day to remind the world of the grave consequences of India’s illegal and unilateral actions of 5 August 2019, which sought to alter the internationally recognized disputed status of Illegally Indian Occupied Jammu & Kashmir (IIOJK), in flagrant violation of international law and the relevant resolutions of the United Nations Security Council.
Seven years on, these unlawful measures have neither changed the legal status of Jammu and Kashmir nor diminished the legitimate aspiration of its people. Instead, they have deepened repression, undermined fundamental freedom, and accelerated attempts to alter the demographic composition of the occupied territory through unlawful legislative and administrative measures. The continued suppression of the genuine Kashmiri political leadership, restrictions on civil liberties, and curbs on independent media, remain a matter of serious concern.
Despite these challenges, the courage, resilience and steadfastness of the Kashmiri people remain unshaken. Their peaceful and just struggle for the realization of their unalienable right to self-determination continue to inspire generations and commands the respect and support of all those who believe in justice, human dignity and the rule of international law.
The Jammu and Kashmir dispute remains the principal unresolved issue affecting peace and stability in South Asia. Lasting peace in the region cannot be achieved by coercion or unilateral action, but only through a peaceful settlement of the dispute in accordance with the aspirations of the Kashmiri people and the relevant United Nations Security Council resolutions. The international community must move beyond expressions of concern and play its rightful role in advancing a just and durable resolution of the dispute.
On this solemn occasion, I reaffirm that peaceful and just resolution of the Jammu & Kashmir dispute remains a cornerstone of Pakistan’s foreign policy and Pakistan will continue to extend its diplomatic, political and moral support and raise the voice of the Kashmiri people at every regional and international forum.
Pakistan calls upon the international community to urge India to end its human rights violations in IIOJK, reverse its illegal and unilateral measures introduced since August 2019, repeal the draconian laws imposed upon the people of Jammu & Kashmir and create conducive environment to enable the peaceful resolution of the Jammu and Kashmir dispute, through the exercise of the right to self-determination by the Kashmiri people in accordance with the relevant United Nations Security Council resolutions.

وزیرِ اعظم محمد شہباز شریف کا یومِ استحصال، 5 اگست 2026ء کے موقع پر پیغام
آج یومِ استحصال کے موقع پر حکومتِ پاکستان اور پوری پاکستانی قوم اپنے کشمیری بھائیوں اور بہنوں کے ساتھ بھرپور انداز میں غیر متزلزل یکجہتی کا اظہار کرتی ہے۔ ہم اس دن کو اس عزم کے ساتھ مناتے ہیں کہ دنیا کو بھارت کے 5 اگست 2019ء کے ان غیر قانونی اور یکطرفہ اقدامات کے سنگینی کی یاد دہانی کرائی جائے، جن کے ذریعے اس کی بین الاقوامی سطح پر تسلیم شدہ متنازع حیثیت (IIOJK) کو غیر قانونی طور پر بھارت کے زیرِ قبضہ جموں و کشمیر کی حیثیت کو تبدیل کرنے کی کوشش کی گئی۔ یہ اقدامات بین الاقوامی قانون اور اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں کے صریحاً خلاف ورزی ہیں۔
سات برس گزر جانے کے باوجود یہ غیر قانونی اقدامات نہ تو جموں و کشمیر کی قانونی حیثیت تبدیل کر سکے ہیں اور نہ ہی کشمیری عوام کے اپنے جائز حقِ خودارادیت کے حصول کے عزم کو کمزور کر سکے ہیں۔
ان اقدامات نے بھارتی ریاستی جبر میں اضافہ کیا، بنیادی آزادیوں کو محدود کیا اور غیر قانونی قانون سازی و انتظامی اقدامات کے ذریعے مقبوضہ علاقے کی آبادیاتی تناسب کو تبدیل کرنے کی مکروہ کوششوں کو مزید تیز کیا۔ بھارت کے زیرِ تسلط جموں و کشمیر کے عوام میں حقیقی سیاسی قیادت کو مسلسل دبانا، شہری آزادیوں پر قدغن لگانا اور آزاد ذرائع ابلاغ پر پابندیاں برقرار رکھنا شدید تشویش کا باعث ہے۔
ان تمام مشکلات کے باوجود کشمیری عوام کا حوصلہ، استقامت اور ثابت قدمی آج بھی غیر متزلزل ہے۔ اپنے ناقابلِ تنسیخ حقِ خودارادیت کے حصول کے لیے ان کی پُرامن اور منصفانہ جدوجہد آج بھی نسلوں کے لیے مشعلِ راہ ہے۔ کشمیریوں کی مثالی جدوجہد انصاف، وقار اور بین الاقوامی قانون کی بالادستی پر یقین رکھنے والے اور تمام اقوام کی حمایت اور احترام کی مستحق ہے۔
جموں و کشمیر کا تنازع جنوبی ایشیا میں امن و استحکام کے لیے سب سے بنیادی اور دیرینہ حل طلب مسئلہ ہے۔ خطے میں پائیدار امن طاقت کے استعمال یا یکطرفہ اقدامات سے نہیں بلکہ کشمیری عوام کی امنگوں اور اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں کے مطابق اس تنازع کے پُرامن اور منصفانہ حل سے ہی ممکن ہے۔
بین الاقوامی برادری کو محض تشویش کے اظہار تک محدود رہنے کے بجائے اس دیرینہ تنازع کے منصفانہ حل کے لیے اپنا مؤثر اور ذمہ دارانہ کردار ادا کرنا ہوگا۔
اس موقع پر میں ایک بار پھر اس امر کا اعادہ کرتا ہوں کہ جموں و کشمیر کے تنازع کا منصفانہ اور پُرامن حل پاکستان کی خارجہ پالیسی کا بنیادی ستون ہے۔ پاکستان کشمیری عوام کی اپنی سفارتی، سیاسی اور اخلاقی حمایت بر سطح پر جاری رکھے گا اور ان کی آواز کو ہر علاقائی اور بین الاقوامی فورم پر پوری قوت سے بلند کرتا رہے گا۔
پاکستان بین الاقوامی برادری سے مطالبہ کرتا ہے کہ وہ بھارت پر زور دے کہ وہ غیر قانونی طور پر زیرِ قبضہ جموں و کشمیر میں انسانی حقوق کی سنگین خلاف ورزیاں بند کرے، اگست 2019ء سے نافذ کیے گئے اپنے غیر قانونی یکطرفہ اقدامات واپس لے، جموں و کشمیر کے عوام پر مسلط جابرانہ قوانین کا خاتمہ کرے اور ایسا سازگار ماحول پیدا کرے تاکہ کشمیری عوام اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں کے مطابق اپنے حقِ خودارادیت کو آزادانہ طور پر استعمال کرتے ہوئے جموں و کشمیر کے تنازع کے پُرامن اور منصفانہ حل کی راہ ہموار کر سکیں۔
