On 5 August 2019, India undertook a series of unilateral and illegal actions in Indian Illegally Occupied Jammu and Kashmir (IIOJK) that sought to alter the internationally recognized disputed status of the territory and undermine the rights and aspirations of the Kashmiri people. These actions represented a grave challenge to the established international framework governing the Jammu and Kashmir dispute and have further intensified the hardships faced by the people of the territory.
Today, the people of Pakistan observe Youm-e-Istehsal to express solidarity with the resilient people of Indian Illegally Occupied Jammu and Kashmir, who continue to face grave challenges in the pursuit of their legitimate right to self-determination. We reaffirm our unwavering support for their fundamental rights, as enshrined in the Charter of the United Nations and reflected in the relevant United Nations Security Council resolutions.
The actions of 5 August 2019 and the subsequent measures remain a matter of deep concern. These steps have further complicated efforts to promote peace and stability in South Asia and have adversely impacted the lives, rights, and freedoms of the Kashmiri people. The international community must play its role in ensuring respect for international law, international humanitarian law, human rights, and the commitments made under the United Nations framework.
Pakistan continues to call upon India to cease all actions that undermine the internationally recognized disputed status of Jammu and Kashmir and to take steps conducive to creating an environment for the peaceful resolution of the dispute. We reiterate that lasting peace and stability in South Asia can only be achieved through the resolution of the Jammu and Kashmir dispute in accordance with the aspirations of the Kashmiri people and the relevant United Nations Security Council resolutions. We will continue to raise our voice for their rights at all international fora and support efforts aimed at achieving a just and peaceful settlement of the dispute.
On this day, we pay tribute to the resilience, courage, and sacrifices of the Kashmiri people. Pakistan stands in steadfast solidarity with them and will continue to extend its unwavering moral, political, and diplomatic support to their just struggle for the realization of their legitimate right to self-determination.
We call upon the international community, particularly the United Nations, to fulfill its long-overdue responsibilities and support meaningful efforts for a peaceful resolution of the Jammu and Kashmir dispute.

اسلامی جمہوریہ پاکستان کے نائب وزیرِ اعظم و وزیرِ خارجہ، سینیٹر محمد اسحاق ڈار کا یومِ استحصال (5 اگست 2026ء) کے موقع پر پیغام
بھارت نے 5 اگست 2019ء کو اپنے غیر قانونی طور پر زیرِ قبضہ جموں و کشمیر میں یکطرفہ اور غیر قانونی اقدامات کا ایک سلسلہ اختیار کیا۔
ان اقدامات کا مقصد اس خطے کی بین الاقوامی سطح پر تسلیم شدہ متنازع حیثیت کو تبدیل کرنا اور کشمیری عوام کے حقوق اور امنگوں کو مجروح کرنا تھا۔
یہ اقدامات جموں و کشمیر کے تنازع سے متعلق قائم شدہ بین الاقوامی قوانین اور فریم ورک کی خلاف ورزی ہیں، اور ان کے نتیجے میں اس خطے کے عوام کو درپیش مشکلات میں مزید اضافہ ہوا ہے۔
آج پاکستان کے عوام یومِ استحصال منا رہے ہیں تاکہ بھارت کے غیر قانونی طور پر زیرِ قبضہ جموں و کشمیر کے ثابت قدم عوام کے ساتھ اپنی یکجہتی کا اظہار کر سکیں۔
مقبوضہ کشمیر کے عوام اپنے جائز حقِ خودارادیت کے حصول کی جدوجہد کی مسلسل سنگین چیلنجز کا سامنا کر رہے ہیں۔ ہم ان کے بنیادی حقوق کے لیے اپنی غیر متزلزل حمایت کا اعادہ کرتے ہیں۔ یہ حقوق اقوامِ متحدہ کے منشور میں درج ہیں اور اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں میں ان کی عکاسی کی گئی ہے۔
5 اگست 2019ء کے اقدامات اور ان کے بعد کیے جانے والے اقدامات بدستور گہری تشویش کا باعث ہیں۔ ان اقدامات نے جنوبی ایشیا میں امن اور استحکام کے فروغ کی کوششوں کو مزید پیچیدہ بنا دیا ہے۔
بین الاقوامی برادری کو چاہیے کہ وہ بین الاقوامی قانون، بین الاقوامی انسانی قانون، انسانی حقوق اور اقوامِ متحدہ کے فریم ورک کے تحت کیے گئے وعدوں کے احترام کو یقینی بنانے کے لیے اپنا کردار ادا کرے۔
پاکستان مسلسل بھارت سے مطالبہ کرتا ہے کہ وہ بین الاقوامی سطح پر تسلیم شدہ متنازع حیثیت سے جو جموں و کشمیر کی حیثیت کے خلاف ہیں، ایسے غیر قانونی اقدامات سے احتراز کرے۔
بھارت کو ایسے اقدامات کرنے چاہئیں جو تنازع کے پُرامن حل کے لیے سازگار ماحول کی تشکیل کا معاون ثابت ہوں۔
ہم ایک بار پھر اس عزم کا اعادہ کرتے ہیں کہ جنوبی ایشیا میں پائیدار امن اور استحکام صرف اسی صورت میں ممکن ہے جب جموں و کشمیر کے تنازع کو کشمیری عوام کی امنگوں اور اقوامِ متحدہ کی سلامتی کونسل کی متعلقہ قراردادوں کے مطابق حل کیا جائے۔
ہم بین الاقوامی فورم پر کشمیری عوام کے حقوق کے لیے اپنی آواز بلند کرتے رہیں گے اور تنازع کی منصفانہ اور پُرامن تصفیے کے لیے کی جانے والی تمام کوششوں کی حمایت جاری رکھیں گے۔
اس موقع پر پاکستان کشمیری عوام کی ثابت قدمی، جرأت اور عظیم قربانیوں کو خراجِ تحسین پیش کرتا ہے۔
پاکستان ان کے ساتھ اپنی غیر متزلزل یکجہتی کا اعادہ کرتا ہے اور ان کے جائز حقِ خودارادیت کے حصول کی منصفانہ جدوجہد کے لیے اپنی غیر متزلزل اخلاقی، سیاسی اور سفارتی حمایت جاری رکھے گا۔
ہم بین الاقوامی برادری، بالخصوص اقوامِ متحدہ پر زور دیتے ہیں کہ وہ اپنی طویل عرصے سے زیرِ التوا ذمہ داریوں کو پورا کرے اور جموں و کشمیر کے تنازع کے پُرامن حل کے لیے بامعنی کوششوں کی حمایت کرے۔
